苦情からリコールへ：NHTSA の欠陥調査はどう動くのか
米国の安全調査の段階、各段階にかかる時間、アクション番号の意味、メーカーの対応、そして本サイトが追跡する車種で今開いている調査。
本サイトのすべてのリコールは、誰かが気づいたパターンから始まりました。メーカーが保証請求で先に気づくこともあります。多くの場合、パターンは本インデックスの大半を構成するオーナー苦情の中にあり、気づいたのは米国運輸省道路交通安全局の欠陥調査局でした。この記事では、苦情の集まりからリコール通知の間に何が起きるのか、車種ページに現れる調査の項目をどう読むかを説明します。
調査はどこから来るのか
ODI は入ってくる苦情を継続的にスクリーニングし、同じ部位、同じ症状、同じ年式という集まりを探します。メーカーが提出を義務づけられている保証請求、現場報告、負傷、死亡に関する早期警告データも受け取り、事故データベースやニュースも監視します。誰でも欠陥申立てを出して調査を求めることができ、データには DP アクションとして現れます。ただし大半の調査は、分析官がある苦情の集まりを詳しく見る価値があると判断したときに始まります。
段階
予備評価（PE）
最初の正式な段階です。当局はメーカーに情報要求を送ります。何台か、保証請求は何件か、現場報告は何件か、技術的な説明は何か、何をしたか。メーカーは通常1〜2か月で回答します。当局の目標は予備評価をおよそ4か月で終了または格上げして解決することですが、多くはそれより長引きます。
エンジニアリング分析（EA）
予備評価が試験と詳細分析を正当化するだけの根拠を見つけたときに開かれる、より深い段階です。ODI は車両を購入し、自らの施設で試験し、外部試験を委託し、メーカーの技術者と会議を行うことがあります。目標はおよそ1年での判断です。エンジニアリング分析は通常三つのいずれかで終わります。メーカーがリコールを発表する、当局が欠陥傾向は確立されなかったとして終了する、あるいはまれに、当局が欠陥が存在するとの初期決定を出しリコール命令に向かう、です。
リコール照会（RQ）
リコールが既に存在するのに苦情が続くときに開かれます。対策が効かない、範囲が狭すぎる、修理が正しく行われていない可能性があります。Telluride のハイビームリコール、Kia のピストンリングリコール、本データベースのいくつかの燃料ポンプリコールにはリコール照会がありました。リコール修理後に問題を報告するオーナーが主な情報源です。
監査照会（AQ）
リコールがどう実施されているかの確認です。完了率、部品の入手性、オーナーへの通知、対策が記載どおりに適用されているか。
番号の読み方
PE23002 のようなアクション番号は、種類、開始年、連番を表します。2023年の2番目の予備評価です。本サイトの各調査項目には、ODI が付けた件名、部位、開始日、終了していれば終了日、対象年式、リコールに至った場合はキャンペーン番号が表示されます。進行中の調査は疑いの表明であって認定ではありません。リコールなしの終了は当局が欠陥傾向を確立しなかったことを意味し、問題が存在しないという意味ではありません。そうした案件のいくつかは後により多くのデータで再開されました。
